Lorna Gibbs is currently Director of Lifelong Learning at the Scottish Government.

Lorna Gibbs has worked in the public sector for most of her working life. She joined the Home Office straight from university and worked on a diverse range of topics including dangerous dogs, prisons, British Summer Time and immigration. After moving to Scotland she spent time in Customs and Excise then joined Scottish Natural Heritage’s corporate team, working on governance and corporate planning. To broaden her understanding of the impact of public sector policies she left the civil service and became Campaigns Manager for Shelter Scotland where she contributed to work on the Housing (Scotland) Act 2001 and was one of two main media spokespeople, representing Shelter’s position on a number of radio, TV and print media pieces. Lorna returned to the Civil Service in 2001, joining the then Scottish Executive. Since then she has worked in a number of different areas including health, public service reform, resilience and fire reform.

Before moving to the Lifelong Learning directorate, she was Chief Executive of Disclosure Scotland, leading the agency through a period of significant change and reshaping its mission to better balance public protection and rehabilitation.
