Phase 2 Multi-party Business Plan Process Guidance describes the single process (the phase two appraisal process) by which business plans from Innovation Centres (ICs) seeking sustained public sector investment beyond their initial phase one funding will be appraised by the partners. It also provides some good practice guidance to assist ICs in preparing detailed business plans which will be the primary source of evidence for appraisal.
The IC Programme Governance Framework document sets out how the funding partners will work together to manage the Innovation Centres Programme at an operational level.
The Monitoring and Evaluation Framework updated in May 2018 sets out the partners’ (SFC, SE and HIE) specification and requirements for a robust monitoring and evaluation framework (MEF) for IC programme-wide implementation. The approach should be integrated with the IC reporting to their own Governance Boards to avoid duplication of effort.
The Good Practice Governance Guide for IC Boards document sets out the partners’ expectations in the form of guidance on effective governance for the Innovation Centres.
